Response

As has been already pointed out, the three regions of Hyderabad, Visakhapatnam and Tirupathi are the most potential areas of hazardous waste generation. To bring forth effective implementation of the Hazardous Waste Management (HWM) Rules, the APPCB has proposed to take the initiative to commission three TSDFs (Treatment, Storage, Disposal facilities ), one in each of the region.

Presently, the Hazardous Waste Generators are given authorisations to store the wastes with in their premises as per the guidelines. Upon, establishment of TSDFs they are expected to send the waste to the proposed facilities.

The facility being proposed at Hyderabad, if commissioned as per schedule is likely to be the first of its kind in India. This facility is proposed to be commissioned as part of the Hyderabad Waste Management Project (HWMP), an AUSAID( Australian Agency for International Development) supported project. The proposed project is expected to cater to the hazardous waste disposal needs of the industries in the three districts of Hyderabad, Ranga Reddy and Medak. It is estimated that approximately 55,120 tonnes of waste is being generated per annum in the zone. It is proposed that during the initial phase of the project the facility shall be commissioned as a secure landfill and storage facility.

One component of the HWMP is the Alternate Destruction Technologies (ADT) programme which proposes to identify economically viable technologies for treatment/disposal of wastes that can not be disposed of in a landfill or have economic recovery value. This component of the project is in progress. The outcome of the project shall determine the other facilities to be commissioned in the proposed TSDF. The proposed TSDF project at Visakhapatnam was envisaged earlier than that of Hyderabad and a site was identified for the proposed purpose and was notified. However, due to public opposition on establishment of the project at the site the project had to be stalled for the time being. APPCB proposes to take up the project and commission it early. The TSDF proposed at Tirupathi is yet to take off and no study has as yet been undertaken on the project.
