major deficiencies found in the management of municipal wastes are
-Littering of garbage due to unorganised collection
-Establishment of storage facilities like dustbins or other facilities
and their operation is not satisfactory
-Lifting frequency of garbage is not sufficient and transportation system
does not synchronize with storage facility
-Processing of garbage is not practised
-Disposal of waste is not through sanitary landfilling Landfill sites
are potential sources of air and water pollution.
-House to house collection of garbage is not practised No segregation
of waste at source level or at the community level.
-Biomedical waste and slaughtered house waste is often dumped in community
bins.
-Inadequacy of proper collection facilities results in haphazard disposal
of garbage.
-Transportation facilities need improvement and manual loading of garbage
is to be avoided.
-The waste is dumped in low lying areas and none of such areas are operated
as sanitary landfills.
In the 14 cities generating more than 50 tonnes of waste a day, there
is a need for phase wise mechanisation / modernisation of entire Municipal
Solid Waste management system. Collection, storage and transportation
is to be synchronised. Adopting combination of two or more processing
technologies and maintaining SLF sites as per regulations is proposed
in the action plan. There is a need for a well organised institutional
structure.
